Ruben Beltran Chief of Information Technology New York City Police Department (NYPD)

Chief Ruben Beltran is the Commanding Officer of Information Technology Bureau. Chief Beltran is a high-ranking Hispanic chief on the force with a distinguished career of over 37 years. He joined the New York City Housing Police Department in January 9,1986, and began his career on patrol assigned to the Police Service Area #3 in Northern Brooklyn. He has served as a commander officer in numerous enforcement units. Precincts and Boroughs. Chief Beltran is the creator and first Commanding Officer of the NYPD Real Time Crime Center (RTCC) the first of its kind in the country. Chief Beltran holds a Bachelor of Science degree in Computer Information Systems from John Jay College of Criminal Justice, is a 2004 graduate of the Police Management Institute at Columbia University and a 2014 graduate of the Harvard Kennedy School of Business Program for Senior Executives in State and Local Government.

Dr. Thaier Hayajneh, Director, Fordham Center for Cybersecurity 

Thaier Hayajneh, Ph.D., is the founder and director of Fordham Center for Cybersecurity,a University Professor, and director of cybersecurity programs at Fordham University, New York. He received his Ph.D. and M.S. degrees in Information Sciences with specialization in Cybersecurity and Networking from the University of Pittsburgh, PA. He has over two decades of experience in cybersecurity research and education, and his research focuses on cybersecurity and networking, including system security, applied cryptography, blockchain and cryptocurrency, and IoT security, privacy, and forensics. Over the past few years, he received over $10 million in federal funding from NSA, DoD, and NSF to support cybersecurity research, workforce development, advanced curriculum, capacity building, and scholarship for service programs. He is a Senior Member of IEEE and has published over 100 papers in reputable journals and conferences, where his publications were cited over 4000 times. He also served/ serving as Editor in Chief, Editor, associate editor, guest editor, and program chair for several reputable journals and leading conferences. He also served on several NSF cybersecurity review panels and serves as a CAE reviewer and mentor for NSA.
